NOT for the first time, Minister of Mines and Minerals Development Paul Kabuswe has had to explain why Parliament was not involved in the transaction of new shareholders in Mopani Copper Mines.

Mr Kabuswe said the Attorney General guided that the matter did not need to be brought before the National Assembly because of various reasons, including the fact that there was no sale.

“There was no sale, transfer or disposal of a major state asset,” he said in a ministerial statement. “As defined by the Constitution, a ‘major state asset’ includes a parastatal and equity [shares] held by the Government.
