CHIEF Government Spokesperson Cornelius Mweetwa says constitutional amendments cannot be made under the cover of secrecy.
And Mr Mweetwa, who is Minister of Information and Media, says Government machinery is too huge to grind to a halt because of a few civil servants who are hell-bent on frustrating Government.
The minister was responding to an allegation by Patriotic Front (PF) member Emmanuel Mwamba that Government is amending the Constitution and thereby doing away with 50 percent plus one and running[1]mate clauses and increasing the presidential term from five to seven years, among others.
